Job Description

The Talent Acquisition and Retention Specialist is responsible for researching, developing, implementing and maintaining effective recruitment and retention strategies that attract and retain diverse talent. This position contributes to the overall success of the organization by providing high level recruiting services, leadership support, and project coordination throughout the recruiting and employment process. This role works effectively with the Human Resources Manager, Human Resources team, and cross-departmental leadership to recruit, retain and promote a culturally diverse workforce. 

Essential Duties and Responsibilities:

  • Facilitates and implements all phases of the recruitment process including internal/external marketing, applicant tracking and screening, scheduling interviews, and delivering offers and employment information. Coordinates employee onboarding, orientation and any training specific to the HR function, in collaboration with the Learning & Development department. 
  • Leads the creation of a recruiting and interviewing plan for each open position. Assists leaders with efficiently and effectively filling open positions. Provides consistency to hiring practices.
  • Delivers exceptional recruiting service to DCL internal leaders, staff and external applicants. Educates leaders on best practices for interviewing, evaluating, hiring and retaining diverse talent.
  • Researches, designs, and implements new, innovative recruiting and sourcing strategies that build awareness around job opportunities, secure a qualified talent pool, and ensure equitable and nondiscriminatory practices meeting Equal Employment Opportunity (EEO), Affirmative Action guidelines, and any other applicable state and federal regulations/laws. Uses data analytics to support recruitment efforts and initiatives.
  • Builds employment applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and Internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport.
  • Ensures efficient and effective department operations by providing back-up support to the Human Resources Department personnel in performing daily tasks as needed.
  • Engages in the DCL performance feedback system and completes the expectations outlined by your supervisor and department/division.  
  • Researches, recommends, and implements retention strategies based on analysis of short-term and long-term retention data, best practices and guidance from leadership.
  • Plans and administers engagement surveys and stay interviews. Reviews and distributes employee engagement survey reports to the HR Manager.
  • Supports the implementation of all engagement initiatives established by the Executive team.
  • Participates in and supports District committees, trainings, and professional development programs.
  • Collaborates effectively with employees, supervisors, and the HR team to achieve desired outputs and outcomes for the department and organization.
  • Promotes positive and productive workplace cultures. Maintains effective working relationships with DCL staff.

Additional Info & Requirements

Experience and Qualifications:

  • Bachelor’s degree 
  • Two years in human resources with emphasis on recruiting 

Preferred

  • SHRM-CP or equivalent HR Certificate
  • SHRM Talent Acquisition Specialty Credential

A combination of experience and education will be considered.
