Job Description

The Nevada State Library, Archives and Public Records (NSLAPR) division is recruiting for an Assistant Administrator, Library Services. The person in this position will report to the Administrator of NSLAPR and have many exciting opportunities to engage with colleagues, staff, and public libraries as well Nevada State Agencies.

The State Library seeks applicants who thrive in an achievement-oriented, team-focused environment who can contribute to and champion the goals of the agency. This position will take a leadership role in directing and developing State Library programs and services to achieve the library’s mission to meet the needs of State agencies, Nevada libraries, and the public.

Under the direction of the administrator, the Assistant Administrator manages five areas including: Access Services, Technical Services, Library Planning & Development, Talking Books Services, and the Nevada Library Cooperative program.  Management of these areas will include, but are not limited to, the following duties:

  • Supervise area managers, assign and review work, evaluate employee performance.
  • Develop goals and objectives of the library’s programs and services in accordance with statutory requirements, the agency master plan, and the statewide master plan.
  • Direct the development of processes, programs, and services along with associated policies and procedures to ensure meeting the needs of State agencies, public libraries, and the public.
  • Oversee and participate in the development and presentation of State, federal, and private grant applications and funding proposals to further enhance State Library programs and services.
  • Perform fiscal oversight monitoring the library services budget on a frequent basis communicating with agency fiscal analysts and negotiating statewide licensing agreements and contracts as needed.
  • Bi-annually, develop the library services budget and determine budget priorities in conjunction with library managers, submit for review and approval, attend administrative budget hearings and legislative committee hearings to represent library services, and be able to justify proposed agency expenditures and answer questions.
  • Regularly participate in Leadership meetings and other division meetings as requested.

Preferred Qualifications

  • Working knowledge of professional library principles, practices, and methods pertaining to library administration, professional development and continuing education, grant funding, and technologies.
  • Familiarity with governmental institutions, budget cycles, and legislative processes.
  • Working knowledge of library consortiums and a desire to engage stakeholders and provide support through professionalism, competence, and kindness.
  • Ability to align Library Services’ strategies and activities to support the state’s statutory requirements and the agency’s mission and strategic direction.
  • Familiarity with National Library Services’ Talking Books.
  • Aptitude to participate as an engaged, proactive, and supportive member of a collaborative, adaptable, positive, and professional team.

Minimum Qualifications

  • Master’s degree in a program accredited by the American Library Association or a Master’s degree from an accredited college or university in history, public administration or closely related field.
  • Five years of increasingly responsible professional library and/or archives management experience which included developing library and/or archival program policies; developing and implementing work plans, developing and managing public and private grants; developing and monitoring a budget, and managing, evaluating, and revising programs.
  • At least 2 years of experience must have included managerial and administrative responsibility for program and policy development, supervising professional staff and overseeing a comprehensive library and/or archives management program.
  • OR certification as a Certified Archivist and five years of experience as described above.
