The Nevada State Library, Archives and Public Records (NSLAPR) division is recruiting a Youth Services Consultant. The position is classified at the Program Officer III level. The person in the position reports to a program manager within the Library Planning and Development division. The consultant will have many exciting opportunities to work with libraries throughout the state to support youth, literacy, and family programming.
While the Youth Services Consultant may perform a wide variety of duties, the position’s main responsibilities include the development and support of statewide youth, literacy, and family services programs in libraries, including program implementation, evaluation, and coordination. This includes establishing partnerships with local, state, and national organizations, providing training and consulting for library staff, and managing the state’s summer reading program. The position also oversees the youth services budget and grants, assesses and reports on program effectiveness, and maintains documentation and communication. Additionally, it requires representing the state library at professional events, participating in committees, and staying updated on national library trends and practices for continuous professional development. Essential Functions:
1. Program Leadership and Development
- Develop, implement, and evaluate statewide plans for the support of youth, literacy, and family services in libraries.
- Coordinate the statewide youth services program, including support, resources, training, consulting, and management of programs and initiatives.
2. Partnerships, Consulting, and Resource Management
- Establish and maintain partnerships with local, state, and national departments and organizations to support state library initiatives and promote literacy services.
- Act as a key resource for library staff statewide, providing guidance and training on youth services program development, resources, collection management, and grant applications.
- Develop and provide training and consulting on youth services-related topics such as literacy, family engagement, and inclusive programming.
- Actively participate in the Collaborative Summer Library Program (CSLP) as the state representative and coordinator of the summer reading program in Nevada.
3. Grants and Budget Oversight
- Oversee the youth services budget, coordinate grant programs, and contribute to LSTA reports and procedures.
4. Assessment, Reporting, and Communication
- Assess and report on library services and programs for youth and families, making data-driven recommendations for improvement.
- Create and maintain documentation, including reports and procedures, for grant programs and youth services initiatives.
- Communicate effectively with stakeholders to ensure alignment with organizational goals.
- Maintain and update relevant content on the state library website and social media.
5. Professional Representation and Development
- Represent NSLAPR in professional settings by attending relevant conferences, workshops, and meetings.
- When possible, serve on committees and participate in advisory groups to enhance professional knowledge and contribute to the field.
- Monitor national trends and current practices in library development and participate in ongoing professional learning to maintain and develop professional skills and knowledge.
In addition, under general direction, the Youth Services Consultant must be able to:
- Work as an engaged, proactive, and supportive member of a collaborative, adaptable, positive, and professional team.
- Align strategies and activities to support the statutory requirements, mission, goals, and strategic direction of the agency.
- Survey assigned area of focus looking for ways to improve processes, remove barriers, and resolve problems.
- Research, communicate, monitor, and apply relevant federal, state, and division policy and requirements, and assist in the development and implementation of policies and procedures.
- Engage stakeholders and provide effective customer service, complaint resolution, and support through kindness, competence, and professionalism.
- Manage multiple tasks of varying priority and determine a course of action to meet deadlines and deliverables.
- Apply effective written and verbal communication, coordination, and organizational skills.
Minimum Qualifications
- Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements;
- OR graduation from high school or equivalent education and four years of professional experience as described above;
- OR one year of experience as a Program Officer II in Nevada State service;
- OR an equivalent combination of education and experience as described above.
Preferred Training and Experience
- Bachelor's degree in library science, education, or related field preferred. Candidates with a Master of Library Science degree are encouraged to apply.
- Applicants with other experience and education will be considered.
- Successful experience working with youth and families in libraries is preferred.
