HUMAN RESOURCES MANAGER – Central Arkansas Library System is seeking a full-time (40 hours/week) Human Resources Manager. Essential duties include but are not limited to overseeing and managing the work of the CALS HR Department and training staff; developing and updating HR policies and procedures; monitoring HR annual budget; maintaining department records and reports; leading implementation of employee performance review system; acting as liaison for employees and Workers Compensation program; ensuring compliance with all federal, state, and local employment laws and regulations; participating in staff meetings; assisting with recruitment efforts; and other duties as assigned. Candidate must have excellent written and oral communication skills, with the ability to build positive relationships at all levels, and also have the ability to exercise exceptional judgment and discretion, using strong problem-solving and conflict resolution skills. Bachelor’s degree in Human Resources Management or Public Administration, with 3-5 years of progressively responsible HR experience required. Experience in the public sector or non-profit organization a plus. This position is located in Little Rock, AR, and is not a remote opportunity.
