JOB DESCRIPTION
DIRECTOR OF ANDOVER PUBLIC LIBRARY
Position: Director of the Library
Salary Range: Negotiable beginning at $43,000 based on qualifications and experience.
Position Summary: The Director of the Library serves as chief executive officer of the library, sees that library policies and projects are implemented and provides leadership for improving public library services to the community. The Director will oversee administration, marketing and daily services evaluation and development.
This position is an Exempt Management position as outlined by the U.S. Department of Labor, Fair Labor Standards Act (FLSA), as defined by Regulations, 29 CFR Part 541. Scheduled regular duty requires a minimum of forty hours per week, with the understanding that more hours may be required at times or as negotiated with the board. This position can include independent travel outside the Library. The Andover Public Library supports the Americans with Disabilities Act, (ADA).
The Director is hired by and reports to the Library Board of Directors.
The Andover Public Library is housed in a new $3.1 million building constructed in 2008 with staff of 3 full-time and 6 part-time employees, a collection of over 40,000 items and an annual operating budget of $460,000. During the summer reading program the Library has 7,000 to 10,000 patrons visit on a monthly basis with checkouts ranging from 10,000 to 17,000 per month.
Supervision Responsibilities Include: Assistant Director; Acquisitions and Collection Development/Cataloging Supervisor; Facilities Director; Director of Information Technology; Business Manager; Circulation Supervisor; Children’s Librarian; Teen Services Librarian; Volunteers; Any future positions approved by the Library Board of Directors.
Duties of the Director:
• To Library Board:
o Supports Board in form of assisting president in preparing agendas, distributing background materials for agenda, submitting monthly Director’s report and attends monthly board meetings
o Helps create and implement Board orientation for new Board members
o Assists in development of library’s annual budget
o Assists in development, up-dating and enforcement of policies
o Notifies of issues and presents background, options and recommendations
o Assists in producing annual report
• To personnel:
o Supervises staff and day-to-day operations as designated by chain of command
o Assists volunteer coordinator in developing program to recruit, train and retain
o Encourages staff development through training, formal and informal
o Presides over weekly/regular staff meetings
o Motivates and maintains positive relations with staff
o Demonstrates professional standards and importance of confidentiality
o Serves as part of search and screening for new employees
o Disciplines and terminates staff when necessary
o Conducts performance appraisals, recognition, competitive compensation for staff
o Keeps current on relevant personnel laws and/or how to access them
o Oversees submission of all required reports
o Works with staff to develop and keep job descriptions current
o Controls use and demands of staff time, materials, space and equipment
• In budget and finances:
o Presents realistic and sustainable annual budget under direction of Board and in collaboration with staff
o Monitors and oversees budget for spending
o Organizes appropriate supplemental fundraising activities
o Researches and writes grant proposals and final reports to grantor(s)
o Attends Friends of the Andover Public Library and/or other library fundraising group meetings and provide direction/oversight of fundraising activities, communication of library needs, coordination of volunteers, and activities that relate to library building use
• To programming:
o Helps Board establish service priorities, then plans, coordinates and develops activities, programs, services
• To collection development and technical services:
o Directs selection of materials based on collection development policy
o Oversees acquisition, processing and cataloging of library materials
• In realm of public services, advocacy, promotion, marketing:
o Networks, stays informed of community activities and helps publicize them
o Helps develop variety of services/programs designed to meet needs of diverse public
o Communicates library’s needs and services to public
o Develops working relationship with local media
o Keeps current with library trends, issues, journals, literature
o Serves as library spokesman and ambassador to community
o Participation in community activities, boards and other volunteer activities outside those directly connected with the Library as approved by Board
o Attends conferences/continuing education as approved by Board
o Joins appropriate library organizations: local, regional, national
o Advocates at all levels for improved funding of this library and all libraries
• To plan for library’s future:
o Helps Board create long range and/or strategic plan and short term goals
o Researches new ideas for more efficient operations
o Surveys community regularly for relevancy
o Develops strategies to entice non-library users
o Develops process for measuring/evaluating services
• To City Administration and City Council
o Communicate Library activities related to park use through directors reports provided to the Library Board, website, and channel 7.
o Communicate needs of Library for library grounds and building
o Attend Department Head meetings to facilitate communication and report on library activities
o Attend City Council Meetings or Workshops as directed by the Board.
• Other duties as needed or as directed by the Board
Qualifications:
Physical Requirements: Good speaking, hearing and vision ability as well as excellent manual dexterity. Physical mobility, including the ability to regularly stand, sit stoop, reach and walk and to lift or move technology equipment and office and library materials weighing up to 25 pounds and occasionally push a loaded cart with up to 50 pounds of weight.
Work Environment: Ability to work without supervision in a fast-paced multitasking environment, interact with public in cordial fashion be receptive to change and attentive to details
