Job Description
The Literacy Specialist position plans, coordinates, supervises, organizes and directs the adult literacy services division of the District, within the framework of DCL’s services and programs. The position assumes responsibility for the effective execution of programs and services in support of English Language Learners (ELLs) and Family Literacy, within the District’s broader program of services. This position requires substantial application of professional knowledge and experience. Work is performed with considerable independent judgment and initiative.
EXAMPLES OF DUTIES:
• Initiates, develops, plans and implements the District’s programs and services in support of ELL and Family Literacy.
• Works closely with the District’s Community Services department to integrate family literacy initiatives into programming and other various library services.
• Develops interactive, cooperative partnerships and relationships while coordinating District programs and services with community based organizations and the Douglas County School District. Focuses particularly on organizations that offer instructional programs and support services for individuals engaged in basic skills and English language proficiency.
• Assumes responsibility for collection development for the DCL Literacy Center and manages the appropriate materials budget. Provides recommendations for the selection and acquisition of print and A/V materials for the DCL Literacy collections.
• Initiates, develops and implements an on-going program of outreach activities to stimulate use of the District’s literacy resources.
• Trains, supervises and evaluates volunteers engaged in library-based literacy instruction, tutoring and other support services. Supports volunteers through regular meetings and events and through ongoing communication efforts.
• Works with ELL patrons desiring assistance to match them with tutors and/or with appropriate DCL literacy programs. Provides literacy related counseling to students and refers students to other outside agencies and organizations as necessary.
• Provides instruction to increase patron skills in the use of literacy resources available in the DCL Literacy Center.
• Assumes responsibility for oral presentations and written reports on literacy services activities within the District.
• Actively participates in appropriate District-wide committees, training and other on-going professional activities.
• May be called upon to represent the District on citywide and statewide committees.
• May occasionally write grant applications, in conjunction with the District’s Foundation Specialist.
• Performs other work duties as assigned.

WORK ENVIRONMENT:
Work is generally performed in a library and office environment, on multiple workstations, tasks, software programs and projects. Work requires frequent physical activity, close visual work, and computer use; with regular proximity to automated handling equipment, limited exposure to moderate noise levels, residual dirt, dust, and occasional exposure to chemicals, mold or foreign substances. Work involves extensive interaction with customers and staff, moderate exposure to behavior issues, and may require moderate travel. Requires varied work hours, including weekends and evenings, which may change periodically.
.KNOWLEDGE, SKILLS AND ABILITIES:
• Professional literacy education experience is required, working collaboratively with community-based organizations.
• Broad knowledge of family literacy: adult/young adult learning theories and philosophies are required.
• Proven ability to take initiative to grow, enhance and redefine a literacy program is required.
• Extensive knowledge of print and non-print materials and specialized resources related to the literacy field is required.
• Extensive knowledge of general bibliographic tools and of specialized resources related to literacy is required.
• Demonstrated knowledge and experience with outreach techniques and in library work related to literacy is required.
• Demonstrated interest in community/public library work and a willingness to develop strong, interactive community relationships and partnerships is required.
• Excellent and proven oral presentation skills and written communication skills is required.
• Strong ability to work effectively and well with staff and public in a multicultural environment is required.
• Ability to speak a second language (preferably Spanish) is a plus.
• Must have the ability to learn and become proficient in functions and technology required to perform job duties, working effectively independently or as part of a team to complete tasks as assigned.
• Must communicate effectively using English. Must read, write and understand English at a level appropriate to the position.
