Job Description
The IT Project Analyst is responsible for planning, executing, evaluating and completion of IT projects according to predetermined time lines and budgets. Must be familiar with a variety of IT concepts, practices and procedures. Building and managing project teams, reporting to the project sponsor, defining the project’s objectives and ensuring quality control throughout project life cycles are central to this position. Work is performed with considerable independent judgment and initiative. EXAMPLES OF DUTIES: • Manage project development from initiation to closure. • Be accountable for project results along with project sponsor. • Work with project sponsor and stakeholders to complete project charter outlining scope, goals, deliverables, required resources, budget and timing. • Complete work breakdown structure to estimate effort required for each task. • Provide a project schedule to identify when each task will be performed. • Clearly communicate expectations to team members and stakeholders. • Act as a liaison between stakeholders and team members. • Resolve any issues and solve problems throughout the project life cycle. • Effectively manage project scope by ensuring any changes to scope are documented and approved with project change request forms. • Strong familiarity with project management software such as Microsoft Project. • Familiar with programming languages, including PHP, .NET, HTML/HTML5, etc. • Database and operating systems experience with MS Access, MySQL, MSSQL, etc. • Competent and proficient understanding of platforms, such as content management systems, agile development toolkits, and cloud based systems, etc. • Solid working knowledge of current Internet technologies. • Demonstrated experience in personnel management. • Technically competent with various software programs, such as Visio. • Familiarity with project management tools and/or software packages. • Demonstrated leadership managing people. • Strategic, operational, and technical management skills. • Rapidly adapt and respond to changes in environment and priorities • Safely crash unsuccessful or re-prioritized projects • Ability to determine if external consultants or contractors will be required to complete project plan. Work with the AD of IT to recruit and manage appropriate staffing resources if necessary. • Track and report on project milestones and provide status reports to project sponsor. • Determine how results will be measured and complete a post-project evaluation to determine how well results were achieved. • Develop tools and best practices for project management and execution. • Ensure all project documents are safely archived following project completion. • Identify and manage project dependencies and critical path. • Pro-actively manage changes in project scope, identify potential crises, and devise contingency plans. • Build, develop and grow any business relationships vital to the success of the project. • Creates positive experiences for library patrons by effectively and efficiently performing job tasks; presents a positive image of the library in attitude, communications and appearance while performing duties in both the public and staff areas. • Performs other work duties as assigned

Must also possess strong interpersonal skills and listening skills. • Strong customer service skills are required. • Must have the ability to learn, understand and apply new technologies required to perform job duties, working effectively independently or as part of a team to complete tasks as assigned. • Adept at conducting research into project-related issues and products. • Ability to effectively prioritize and execute tasks in a fast-paced, high-pressure environment is crucial. • Must communicate effectively using English. Must read, write and understand English at a level appropriate to the position. • Computer Skills: Must demonstrate proficiency in computer use including internet, email, Microsoft Office Products (or equivalent). Keyboard skills required at an equivalent of typing 50 words per minute with minimal errors. Must be able to learn and become proficient with equipment and software programs as required to effectively and efficiently perform assigned duties. • Physical Abilities: Must have the physical ability, stamina, mobility and manual dexterity to: Support all aspects of operating a seven-day-a-week library. Work at computer workstations, repetitively for extended periods. Regularly participate in meetings or events at various locations and hours. Access and transport relevant materials up to 35 pounds, and read a minimum 8 point font, regularly. On an occasional basis, tolerate residual smoke, dust, mold or foreign substances on materials.
